We would like to send the jira mails encrypted, using PGP, but I think that jira doesn't support this feature yet.
It could be something like an option to add the user public PGP key in some place in the user profile. And when the system flush the mail queue, those users that have set a PGP key would receive their mails encrypted. This is a feature that we're missing in jira for sometime. I don't know if it is planned for a future jira release.
