Allow for hyperlinks/urls to open in a new tab rather than replacing active/current one

      I would like for hyperlinks included in descriptions to open up in a new tab. It's a minor suggestion and improvement but it would help with workflows as I know many people would like to keep their issue open and go to the url link.
