Issue Summary

Issue action notification in Jira Cloud don't provide any context as to why this notification has been sent to a particular user.

This makes troubleshooting of unwanted notifications quite troublesome, especially after the removal of Notification Helper admin tool.

Suggestion

Include a context/reason for receiving notification by a given user in the email body. For example:

You are receiving this email because you are Watcher of KEY-123

Admins can log in as another user to impersonate them and view their notification configuration setup to help troubleshoot.
