Issue Summary
Ranking can be enabled in company-managed projects by accessing the board settings by clicking on the enable rank button, however, only the owner of the filter has this option.
Users with edit filter permission will see the button greyed out
Steps to Reproduce
- Go to the board settings with a user who has permission to edit the filter but is not the owner
- Try to enable the Rank with the "allow issue ranking" button
Note: Nothing is mentioned about this in the documentation so this might be expected

The button should be available
Actual Results
The button is greyed out
Workaround
Users can edit the filter directly adding the order by rank syntax
ORDER BY Rank ASC
