      Issue Summary

      LexoRank Duplicate ranks failure

      Steps to Reproduce

      1. On a jira board try and re-rank or move an issue

      Expected Results

      issue can be moved / re-ranked

      Actual Results

      Error is presented on the board and the issue cannot be moved.
      In some cases an error is presented however upon refresh the issue is moved

      When running LexoRank integrity checks under https://<site>.atlassian.net/secure/GHLexoRankManage.jspa under:
      "Duplicate ranks check" we get "FAILED"
