Add a calculation setting to spread capacity evenly

      Currently Portfolio schedules as much as possible for a team member without trying to spread the work which could result in some people being at full capacity and some no work at all.

      To preserve both behavior it would be nice to have a scheduling option to allow spreading the work evenly across team members.
