Issue Summary:

For a team managed workflow with configured rule for a transition restriction with some conditions, a user should know the reason for a warning message ”you dont have this permission to transition the issue”

Steps to reproduce:

1. Create a workflow in a Team managed project
2. Created 3 status >> To Do >> In Progress >> Done
3. Set the rule “check an issue field” from

by selecting the “field” as “Description”, Review its value as Text & Check if it value as “Doesn’t equal”. NOTE: It is applicable for any rule
4. Create an issue under the same project & change the issue status from TO > In Progress.
5. See warning message below

Expected Results:

Able to customise the warning message : you dont have this permission to transition the issue

Actual result: By deafult warning message

Workaround: n/a
