Issue Summary

Not able to add myself as a watcher when going directly at the ticket URL. (e.g xxxxxx.atlassian.net/browse/XXX-1234), but able to watch if trying from the board.

Steps to Reproduce

1. Create a ticket
2. Copy the ticket URL and paste in a tab.
3. Try to watch the ticket

Expected Results

Expecting to be a watcher form that ticket.

Actual Results

Receiving the bellow error.

Also, if we check the network tab from the browser, we'll notice the following error:

message: "{\"errorMessages\":[\"User 'xxxxx' is not allowed to add watchers to issue 'xxx-1234'\"],\"errors\":{}}" 

Workaround

As workaround we can give the user the "Manage Watchers" permission, which is strange since this permission is for adding other users and not yourself.
