Announcement banner not working properly

Steps to Reproduce

1. Create an announcement banner
2. Check with different users

Expected Results

The banner should be present for all users all the time

Actual Results

The banner appears and disappears randomly, if refreshed multiple times the page and sometimes it appeared and other times disappeared

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available. Deleting cookies only works for the 1st load of the page.
