Issue Summary
Announcement banner not working properly
Steps to Reproduce
- Create an announcement banner
- Check with different users
Expected Results
The banner should be present for all users all the time
Actual Results
The banner appears and disappears randomly, I refreshed multiple times the page and sometimes it appeared and other times disappeared
Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available. Deleting cookies only works for the 1st load of the page.
