Currently, when site-scoped teams are enabled in an organization, each site has a separate database of its own teams. Teams can't be used on other sites in the organization.

We should allow the sharing of team databases while SST is enabled between production and sandbox sites, preserving the relationship between sandboxes and production sites. The intent is to keep sites segregated unless they're a sandbox/production pair.

This should also be toggleable and not a feature that is on by default:

• Site Scoped Teams only: all sites have their own database of Teams
• Site Scoped Teams prod/sandbox: all sites continue to have their own database of Teams, but some prod/sandbox pairs share Teams databases
• Site Scoped Teams (disabled): all teams are shared across all sites in an Organization as intended initially
