Issue Summary
Users with the Browse project permission cannot search in a "User Picker (single user)" field if they do not have the Browse users and groups global permission.
As per Restrict user lists, the Browse users and groups is only required for searching users outside of the current Project being used.
Steps to Reproduce
- Create a custom field using the "User Picker (single user)" type
- Revoke the Browse users and groups while keeping the Browse project for a Project
- With that user, search for another user in the custom field on any Issue from that Project
Expected Results
The user search should populate with other users who have access to this Project.
Actual Results
The search remains empty, unable to use it.
Workaround
Currently there is no known workaround for this behaviour. Users can be granted the Browse users and groups global permission but this will allow them to search for users outside of the Project. A workaround will be added here when available.
