Issue Summary

Browse project users are unable to use the single-user picker custom field (Multiple-User picker fields are working fine).

Steps to Reproduce

• Users with Browse project permissions (without Browse Users and Groups permissions) try to tag another user in a single-user picker field without retrieving options.

Expected Results

Users with only Browse project permissions should be able to see a list of all users who have Browse project permissions when they try to use it as a single-user picker field.

Actual Results

When Users with only Browse project permissions try to use single-user picker fields, no options are retrieved.

Workaround

The current workaround is to add the users in question to groups with Browse users and groups global permissions.
