Adding web link to Jira issue throwing error "We couldn't create the web link. Wait a few moments and give it another try"

Issue Summary

When adding some URLs with non-alphanumeric characters, the generic error is thrown:
"We couldn't create the web link. Wait a few moments and give it another try"

Steps to Reproduce

1. Click "Link Issue"
2. Click "Add web link"
3. Add the example URL and click save - error will be thrown

Expected Results

URL is saved and link is made without error OR error message is more accurate regarding the RFC2396 compliance issue

Actual Results

Error is thrown:
"We couldn't create the web link. Wait a few moments and give it another try"

Workaround

Use a link shortening tool or any symbolic URL that is RFC2396 compliant
