Issue Summary

Setting Default sharing for filters and dashboards to Public has no effect for newly created gadgets (on the UI/create dashboard form)

Steps to Reproduce

1. Go to System->User Default Settings
2. Switch Default sharing for filters and dashboards to Public
3. Try to create Dashboard
4. There is no default share setting added for org (it's there when creating filters)

Add permissions manually during creating dashboard
