Unable to import CSV using External System Import 

Steps to Reproduce

1. Go to System -> External System Import -> select CSV
2. It will take you to the next screen where we can't select any option (can't select the file to upload or drag and drop) as the screen freezes completely
3. Also, if we perform drag and drop the CSV file, it results in re-downloading it

Expected Results

The screen should let users select the file which needs to be imported

Actual Results

The screen freezes and we can't select any file to upload 

Workarounds (4 options) 

1. You may perform the import operation either by going to the project and selecting Issues -> Import issues from CSV (by selecting the 3 dots) or
2. Go to Filters -> View all Issues -> select Import issues from CSV (by selecting the 3 dots)
3. You can go to the Projects menu at the top and the select Create project:
   
   The on left panel go all they way to to bottom and click on import data:
   
   Then you will see the same interface but this time the controls will work as expected:
   
4. Switch to the old Jira Import experience by clicking on the link from the page "Import Data into Jira":
