If a user tries to add Viewers to a saved filter and they do not have the Share dashboards and filters global permission, they will see the following UI warning:
You do not have permission to share. All shares are invalid
A more descriptive error (e.g. "You need the \ Share dashboards and filters global permission to share this filter") would be more useful.
