Deleting a user from an instance removes the filters/dashboard associated with that user.
If the filter is associated with a board, it makes the board unusable.
Ownership of the filter should be passed to other user instead of removing it and also notify the admins that user with a message when user is being removed and send an email.
For dashboards, if a user tries to visit trashed dashboard they will see the following warning:
We can’t show that dashboard
Someone may have deleted it, renamed it, or you don’t have access.
Try browsing for the content. If you think you're in the right place,
contact your Jira admin for access.
Error code: 404/403
Workaround
If the filter is associated with a board, it makes the board unusable.
A user with the Administer Jira Global permission can take over ownership of any such filters.
Dashboards of deleted users will remain in Trash for 60 days before being permanently deleted. Steps to restore, here: https://support.atlassian.com/jira-cloud-administration/docs/manage-shared-dashboards/#Restore-a-dashboard-from-trash
