Issue Summary
After a user is deleted from the site who created dashboards, those dashboards also get deleted.
Steps to Reproduce
- User 2 creates a dashboard with "My organisation" access.
- User 1 navigates to the dashboard list and can see and access the dashboard from Step 1.
- User 1 removes User 2 from the site.
- User 1 navigates to the dashboard list.
Expected Results
User 1 can see the dashboard in the list.
Actual Results
User 1 cannot see the dashboard in the list.
Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available

What's the delay of the dashboard getting moved to the trash? This happened to our organization but the only users that were deactivated were deactivated days before the dashboards moved. That and I don't think those users were likely to own the number of dashboards that we lost.
