Currently, the new workflow editor only modifies the active (published) workflow. It doesn't create or act on drafts. Changes are built up on the one screen and published when the update button is clicked.
If you have previously edited a workflow in the old editor, a draft will be created. Then, if you open the workflow in the new editor, publish changes, and return to the old editor, you will see the original draft, which is why you are not seeing the changes made in the new editor. However, they are published; if you open an issue, you will see it applied.
In this situation, we show a message at the top of the screen to warn that the draft being viewed is older than the published workflow, and publishing it may cause more recent changes to be lost. The draft can be discarded, allowing a new draft to be created based on the published workflow.
Changes made in the new editor are being published. When navigating back to the old editor, you may see an outdated draft that can be discarded.
