Ability to see resolved issues when linking an issue

      Summary

      Currently, when you search for an issue to link, it is only showing Open issues. If you want to link a resolved issue, you must specify the exact key.

      Expected Results

      It would be helpful if we could also see the resolved issues.

      Workaround

      You must type the exact key to be able to create the link.
