User shows up as candidate when mentioning, despite the user removed from projects

      Issue Summary

      User shows up as candidate when mentioning, despite the user removed from TMP project. This occurs when the removed user had once commented on the issue before.

      Update: The bug is also reproducible in Company-managed projects.

      Steps to Reproduce

      1. Create a Team Managed project and invite User-A as a member
      2. As User-A, comment on an issue
      3. Remove User-A from project as project admin
      4. Try mentioning User-A, and you will see the user as candidate and you can also select the user to mention.

      Expected Results

      User-A shouldn't be able to be mentioned

      Actual Results

      User-A is able to be mentioned

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
