Issue Summary

Deactivated users appear in the comment mention

Steps to Reproduce

1. Pick a deactivated user
2. Pick an issue where the deactivated user is the reporter/assignee, an issue where the deactivated user is a commenter, an issue with the deactivated user being a Watcher, OR an issue with the user being a voter.

Expected Results

The deactivated user should not be listed in the comment tag list

Actual Results

The deactivated user is listed in the comment tag list for the below scenarios:

1. The user is a watcher in the ticket
2. The user is the reporter or the assignee
3. The user is a commenter
4. The user is a voter

Workaround

Remove the deactivated user from the Watcher list, reporter, or assignee.
