Steps to Reproduce

1. Navigate to the issue layout, confirm that the custom field is in the Hide when Empty section and observe that the custom field is actually not hidden when empty and appears under the 'Details' section.

Expected Results

The custom field should be hidden when empty and appear under the 'More Fields' section when empty, as per its configuration settings.

Actual Results

The issue is being displayed in the 'Details' section, even when it is empty. This is inconsistent with the field's configuration and its behavior in other issue layouts.

Workaround

You can manually set the field renderer to 'Default text renderer' in the affected issue layout. This will ensure that the field is hidden when empty and appears under the 'More Fields' section.
