Deactivated/Suspended users do not show "(inactive)" next to their name in User Picker field and @mentions suggestions

    Description

      In the old issue view, inactive users would have "(inactive)" next to their name when mentioned in a user picker field. In the new issue view, however, this does not appear and there is no indication that a user has been deactivated. Customer would like for some sort of indicator that a user is deactivated to be added back to the user's listing so as to avoid confusion for other users.
