Turn off the invite popup window when linking a Confluence page in Jira issue.

When linking a Confluence page into a Jira ticket, we receive a message saying users don't have access and if we'd like to invite them.

      Messages include:

      “People need access to Confluence
Invite people who need access to Confluence to collaborate with you on (Document Title)”

“<User’s Name> needs access to Confluence
Invite “#” person who needs access to collaborate with you on (Document Title)”

      Workaround:

This can be fixed by granting the Confluence product access to the deactivated user (By activating first, temporarily) and deactivating again.

If a cloud migration happens, this message will appear more frequently, so following the workaround will be considerable work. We would like to have an option to disable this message.
