At this moment, the marketing email preference can only be configured by the user by following the steps below:
- Go to https://id.atlassian.com/manage-profile/email
- Click on email preferences center
- On the Marketing email preferences, click on Unsubscribe from all marketing emails link
It would be best if this can be managed by the administrator of the Cloud instance so that all users are having the same configuration
