Issue Summary

In the comments field of a transition screen, the attachment icon disappears when the users language is changed to anything other than English

Steps to Reproduce

1. Create a new ticket
2. Transition the issue from one status to another where in the screen attachment button is present
3. On https://id.atlassian.com/manage-profile/account-preferences change the language to anything other than English e.g. Nederlands
4. Now, change the status, the attachment button in the Comments field disappears 

Expected Results

The attachment icon should be present on the comments field regardless of language. Here's how it looks for users with English language settings:

The attachment icon is not present if the user's language is not English:

Workaround

Add the Attachment field to the transition screen and use it to upload attachments and perhaps if in the description/comment field the  "Attachment field" is to be referred to, users can use this syntax

Once the Attachment field has been added to the transition screen, you can paste images into the comments field.
