Issue Summary

Filters, which include the German letter 'ß' don't work any more

Steps to Reproduce

1. Create a filter that uses the 'ß' character
2. Observe how it throws an error stating '"Error in the JQL Query: Expecting ',' but got '|'.'

Expected Results

This is a commonly used character in the German language so would be expected to be accepted as a legitimate character

Actual Results

An error is displayed stating '"Error in the JQL Query: Expecting ',' but got '|'.'

Workaround

Replacing  the "ß" with "ss" seems to help temporarily
