Issue Summary

JQL search doesn't work with all characters from German alphabet. If a dropdown field has an option containing "ß", the query will return:

The option 'ß' for field 'ABC' does not exist.

Steps to Reproduce

1. Create a select custom field and add options containing 'ß'
2. Search for the field and value

Expected Results

Option is available on the search

Actual Results

The query returns an error even if the option is valid
