Allow user to Lock/Freeze the Jira Issues Search first row when scrolling

      Basically, when a user is on the Jira issue search/filter page scrolls down the page, the first row, the one with the title of the columns, is also scrolled with the issues.

      This suggestion is to create a way that the users can lock that row so it doesn't scroll together with the issues.
