CSV import fails to set user picker fields (e.g assignee, reporter, custom field)

      Issue Summary

      CSV import (through issue navigator) fails to map the user for User Picker fields are set if using email address. One of the following errors appear for validation:

      Even though the user is valid and email address is correct.

      Steps to Reproduce

      1. Set a user picker field/column in CSV file with email address. For example
        summary, description, owner, developer (custom field)
        Test issue, testuser, testuser, <EMAILID>
        
      1. Assuming developer as the custom field for the user picker
      2. Perform CSV import through Issue navigator (search issue page) > Import issues from CSV

      Expected Results

      Issue is created

      Actual Results

      • One of the following errors appear for validation:

      Workaround

      1. Import through Jira settings > System > External System Import > CSV Import
      2. Or, Use AAID in the CSV file

            I am finding that my team  is also unable to use this feature with our custom fields. It's causing a significant backlog in work as we only have one admin, and the external uploader from their end works only sporadically. We are uploading sometimes up to 100 issues at a time and it is extremely inefficient for everyone to have to upload one at a time and/or clone. is there a fix on the way?

            Putting in the error in text, so Google can see it:
            2023-01-06 19:46:39,830 INFO - Issue does not have issue type selected, the affected issues will be created with default issue type [Task]
            2023-01-06 19:46:39,879 ERROR - Issue can't be created due to the error/s [ Pick another user as the selected user doesn't exist.; Pick another user as the selected user doesn't exist. ]

            Why there is no way to designate specific people who can do this? Right now only Admins can deal with CSV Issues Import.

            The workaround Jira settings > System > External System Import > CSV Import is not working for us. It created issues but a lot of fields are missing and I have to do it manually,

            It is saying that users are inactive in ISP project but they are active in Jira Users Administration. We are using Jira SSO and we provision users in Jira Users Administration.

            Second thing is that it is not recognizing our Request Type 'Desktop / Laptop / Printer / Scanner':

            This all thing with CSV importing needs a code rewrite...
