Project Level Audit Logs in Jira Cloud

      Jira Server has this feature, which allows project-level audit logs to be viewed by Project Admins/Lead of the particular project. 

      This was implemented in 2020, here: https://jira.atlassian.com/browse/JRASERVER-68171

      Users in the cloud would benefit from this same change.
