Let Project Admins view the Audit Logs for their Project

As a Project Administrator, I would like to view the audit log for my project without being a JIRA Administrator.

This would allow project administrators to see the history of versions, roles, and components without being a JIRA Administrator. The view should be limited to the "projects" category and the individual project.
