Ability to Hide share filter option and share filter function should respect filter shares

      Summary

      In Jira users can share filters using the Share button regardless of whether or not the filter is private and no users have access to it.

       

      Proposed solution

      If the filter is private, the Share button should not be visible as no user would be able to access the filter.
