[JRACLOUD-81652] wrong and confusing error message appear to customer while creating story linked to done Epic

This is reproducible on Cloud: (yes)

Mark any epic as done
Create a story and link it to the done Epic
will give you an error "Couldn't create the issue we are having some trouble creating this issue refresh the page and try again"

give the customer a clear error that he can't create a story linked to a done Epic

wrong message appears for customer "Couldn't create the issue we are having some trouble creating this issue refresh the page and try again"

Currently there is no known workaround for this behavior. A workaround will be added here when available
