Issue Summary
Users are not able to transition Child Issues when the Epic Link field is on the transition screen and they don't have Edit Permission on the previously linked Epic.
Steps to Reproduce
- Create a child issue
- Create a screen with the Epic Link field within it.
- Add a transition screen in a transition of the Child Issue.
- Associate the Child Issue with an Epic Issue from another project.
- Ask a user without Edit permission in the Epic Issue project to try to transition the Child Issue through a transition with the screen created.
- The 'you do not have permission to edit issue <Epic Issue Key>' error message will be displayed even if the user does not modify the previously entered value.

Expected Results
Users should be able to complete the transition without any issues since the behavior worked previously (prior to the fix applied to https://jira.atlassian.com/browse/JSWCLOUD-15923)
Actual Results
Users are no longer able to complete the transition even without changing the value of the Epic Link field in the transition screen.
The 'you do not have permission to edit issue <Epic Issue Key>' error message will be displayed
Workaround
- Granting to the affected users the permission to Edit issues in the project where the Epic was created. If Epic's project is Jira Service Management, users will need to have a product license to have Edit permission on it.
- Removing the Epic Link field from the transition screen.
