Issue Collector ignores "Default" Security Level

Issue Summary

When issues are created using the issue collector, the default issue security level is not applied to the issue. 

Steps to Reproduce

1. The project should have an issue security scheme with a default issue security level and an issue collector configured.
2. Create the issue using the issue collector in the project.

Expected Results

The default security level is applied to the new issue.

Actual Results

The issue is created without any security level.

Workaround

It's possible to use A4J to set the default security level for issues opened via issue collectors by looking for the label "collector-XXXX" and editing the issue security level (assigning the default value).
