Issue Collector does not respect "Default" Security Level

Summary

When issues are created using the issue collector, the default issue security level is not assigned to the issue effectively making them available to all Users with access to the project.

Steps to Reproduce

1. The project should have an issue security scheme with a default issue security level and an issue collector configured.
2. Create the issue using issue collector in the project.

Expected Results

The new issue is assigned the default issue security level.

Actual Results

The issue is created without any security level.
