Problem Definition

When a workflow includes a transition screen and a validator, if the transition fails, then the "Linked Issues" field that were added at the time of transition will not be saved.  But fields such as Comment, Label and etc., the values are stored on the screen. 

Steps to Reproduce

1. Use a workflow that includes a transition screen with the "Issue Link" field, and a validator for the transition
2. Attempt to transition the issue. Add a value into the Issue Link field, and purposely fail the transition
3. Upon failed transition, the Linked Issues are now reset

Suggested Solution

Maintain the linked issues value even the transition fails.
