At this moment, Jira admins can see all filters and change their ownership; however, if a user creates a filter subscription only said user can change it or delete it.

Admins would benefit from the ability to also manage all the filter subscriptions regardless of the permissions of the filters and to have a page to centralize the view of all subscriptions.
