Issue Summary

Disabling the Vote option will cause the Vote icon to still appear but give a system error when trying to use it

Steps to Reproduce

1. Go to System > Global configuration
2. Edit the settings and disable the Vote option
3. Go to any issue and attempt to vote on it.

Expected behavior:

When voting is disabled, the Vote button should be disabled likely with a text “Voting is globally disabled” or a similar message.

Actual Results

1. When pressing the Thumbs up icon it throws an error trying to load the list of people who have voted (even if it's empty), although it still shows the "Vote for this issue" option

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
