Hide empty paragraph text field(wiki style renderer) in issue view when users do not have edit permission

Issue Summary

Users without edit issue permission can see empty paragraph text field(wiki style renderer) in issue view. This behaviour is different for other field types which are hidden from users without edit permission.

Steps to Reproduce

1. Add a paragraph text field to issue screen.
2. Under field configuration, change the renderer from default to wiki style.
3. Edit field layout and move the the field under context fields or move this field to new tab.
4. Create an issue and don't add any value for the paragraph text field.

Expected Results

Users without edit permission should not see this field in issue view as it is not part of description fields in layout. Only user with edit permission should view this field.

Actual Results

User without edit permission can see this field on issue screen with a None value unlike other fields this field is not hidden from users who does not have edit issue permission. Paragraph text field with wiki style renderer should be hidden from user who does not have edit permission.
