Enable Mail Handler to have options to close the issue through sending emails

      For the create issue or comment mail handler feature, it would be useful for users if they want to close the request through email directly.

      A scenario in which this can be very useful is where the customer wants to close the request but does not have access to work on the issue directly due to certain reasons, they can send an email to the mail server to close the issue.
