Description
Issue Summary
According to Migrating from Jira Cloud to Server applications, after restoring the backup, an administrator should be able to log in as the sysadmin (U: sysadmin, P: sysadmin) user. This admin user is required since all other usernames are replaced with AccountIDs, and user passwords are stripped.
The sysadmin user is present and is the sole member of the system-administrators group. However, system-administrators does not have application access or Jira System Administrator privileges.
This is a bug with Jira Cloud since the necessary LicenseRoleGroup and GlobalPermissionEntry tags are missing from the backup's entities.xml file.
This is reproducible on Data Center: yes
Steps to Reproduce
- Follow steps 1-4 of Migrating from Jira Cloud to Server applications to install Jira Server/DC and import the Jira Cloud backup.
- Attempt to log in with the sysadmin username and password.
Expected Results
The login attempt is successful, and the user has full administrator access.
Actual Results
The login attempt fails with the UI error:
You do not have a permission to log in. If you think this is incorrect, please contact your Jira administrators.
In the <jira-home>/atlassian-jira-security.log file:

Workaround
Follow the Restore Passwords To Recover Admin User Rights guide to enable recovery mode and log in as the recovery_admin user.
