Allow Statuses with Triggers/Conditions/Validators on its transition to be selectable in the Status field when creating an Issue

      Problem

      Related to Set the status of an issue while creating it

      When a Status in its transition has Triggers/Conditions/Validators, those statuses are not available on the Status field options on the create screen whether the validation passes or not.
