Issue Summary
Site-level audit logs don't differentiate between Site Access removal and User removal. Both show:

Event category: user management
Change summary: user updated
OPERATION DETAILS: Active / Inactive: Active Inactive
These are two different actions and should be reflected in the audit logs as such.
Steps to Reproduce
- Go to User Management, select a user and toggle off or on their Site Access
- Go to a different user and click the elipses [...] and select Remove user from the dropdown
- Go to the site level audit logs and observe that there is a log for each user but the logs themselves don't show any difference in the action taken.
Expected Results
Remove site access and removing a user are two different actions and should be reflected in the audit logs as such.

There are more descriptive logs in the organisation-level audit logs but I think this is an Atlassian Access feature:
