Team Managed Project - Issue Types - No Scrollbar makes Add Issue Type button unclickable

Issue Summary:

When in Team Managed Project -> Project Settings -> Issue Types

If you have too many issue types and it goes beyond the screen, there is no scrollbar to scroll down the list.

Steps to Reproduce:

• Go to: Team Managed Project -> Project Settings -> Issue Types
• Add a lot of issue types, causing the list of issue types to go beyond your screen
• Unable to access the issue types that are now beyond the bottom of the screen
• 

The following shows the Add Issue Type button being obscured too:

 

Suggestions:

There should be an option to scroll down the list like all other UI elements in Jira.

Workaround:

You can change the zoom level of your browser to show more of the list.
