Issue Type page menu on a Team-Managed project does not adjust well when having multiple Issue types

Issue Summary

When having multiple Issue Types (i.e. More than 10) in a Team-Managed project, when entering the Issue Types page in the project settings, the left menu doesn't show all Issue Types correctly, there is not a scroll to roll and see the hidden Issue Types, the You're in a team-managed project text is clipping on top of other texts, and the + Add Issue Type option because unusable.

This happens when on chrome with 100% zoom level.

Steps to Reproduce

Have more than 10 Issue Types, and access the Issue Types project settings on a team-managed project. The left menu will be bugged.

Expected Results

The page should adjust accordingly or at least have a scroll.

Actual Results

The left menu doesn't show all Issue Types correctly, there is not a scroll to roll and see the hidden Issue Types, the You're in a team-managed project text is clipping on top of other texts, and the + Add Issue Type option because unusable.

Workaround

On Chrome, hitting Command - or Ctrl - to zoom out, it helps seeing the screen and all it's issue types correctly.
