Export to Excel/Open in Excel does not work reliably/fails intermittently

Steps to Reproduce

1. Go to the Advanced Issue search
2. Make any search with a few issues (it can be as little as 1)
3. On the top right side of the UI, press the button to "open in Excel":

Expected Results

A new tab is open, and you are able to export the results to an Excel file, consistently.

Actual Results

A few different things can happen:

• A new blank tab is open and after that nothing else happens.
• A new tab is open, it asks to "Select your Excel product", and if we select "Desktop" a new window appears indicating the file is being Created, but the download of the file never happens. This example was open for more than 1 minute waiting:
  • If the download does not start, and you press the "link" to download the file, sometimes it doesn't do anything, and it seems to be due to the same request getting stuck as in the previous step:
  • If you keep pressing the "link" button, you may get a "Something went wrong" page:

Workaround

• To retry the export process from the Advance Issue search page until it works.
